Cuba's Raul Castro Makes Appearance

(CBS4 News) HAVANA Cuba's acting leader Raul Castro has made a first
appearance at the global Nonaligned Movement summit in Havana.

He was pictured on Cuban Television greeting delegates, including
Choumaly Sayasone, the President of Laos.

There was a steady stream of delegates arriving at Havana's Jose Marti
Airport throughout Tuesday and on into the evening.

One hundred nations will be represented at the discussions and the
summit will end later this week with a meeting of more than fifty heads
of state.

Terrorism will be high on the agenda over the next few days - a draft
joint declaration condemns "terrorism in all forms," especially violence
that targets civilians.

Delegates, including Iran, Syria and North Korea, are expected to demand
a broader definition of terrorism to include the recent Israeli
bombardment of Lebanon and the US action in Iraq.

The draft declaration says terrorism should not be associated with any
religion or nationality and singles out the term "Axis of Evil" used by
President George W Bush.

It "totally rejects" the use of the term to target other states under
the pretext of combating terrorism.

One Cuban official said on Tuesday that the U.S. could one day accuse
the entire Nonaligned Movement of supporting terrorism.

Debate is expected to get particularly lively after the arrival of
outspoken anti-American leaders, including presidents Mahmoud
Ahmadinejad, of Iran; Bashar Assad, of Syria, and Hugo Chavez of Venezuela.

North Korea is sending its No. 2 leader, Kim Yong Nam.

Poverty, health care and the Middle East conflict are also expected to
be discussed at the week-long summit.
