US report on Cuba points to Venezuela, Chávez

The second report commissioned by US President George W. Bush about Cuba
does not contain any sanctions against the country, but mentions
Venezuela and President Hugo Chávez a lot. Additionally, it hints an
international strategy to curb the interference.

The paper, drafted by the Commission for Assistance to a Free Cuba,
states overtly that with a Chávez rich in money from oil, "there is the
need today to ensure a genuine Cuban transition and failure of the
succession strategy of Castro regime," AP quoted.

As part of the US "commitment" with the Cuban people contained in the
report disseminated by US Secretary of State Condoleezza Rice, the State
Department should "discourage third parties from interfering and
obstructing Cubans' will."

Apparently, Venezuela is the only third party referred to in the paper.
Reference is made up to six times, as opposed to only once in the first
report.

During a press conference, a reporter mentioned the possibility that
Cuba could take the way of North Korea and Iran to enrich uranium.
However, Caleb McCarry, the US State Department Coordinator for
Transition in Cuba, could not establish any link.
