Question to the European Commission on Cuba policy

Subject: Cuba - European Initiative for Democracy and Human Rights

The European Initiative for Democracy and Human Right's annual programme
for 2005 provided for supporting a campaign (a 3) to promote democracy,
to which 10.7 million euros were assigned. Cuba was deemed eligible for
national projects.

- Did the European Initiative for Democracy and Human Rights received
any request to support projects to be implemented in Cuba in that year?
Which projects? Did it fund any?

- What are the Commission's conclusions with regard to the purpose,
results and impact of these projects, in terms of progress made in
respect of freedom of expression and association in Cuba?

- Has it received proposals for 2006?

- Does it intend to step up the implementation of these programmes in Cuba?

- How does the European Initiative for Democracy and Human Rights assess
the change in policy with regard to Cuba decided on by the Council on 31
January 2005?
